Stopping the damage is free, and we will talk you through it whether or not you book anything.
Ring, and stop the water first
Before anything else and before any money changes hands. The main shut-off, the lowest cold tap, and the electricity if water has reached it. That conversation is free whether or not you book anything.
We work out whose problem it is
Street side of the meter is the water utility's, free. A blockage in the public sewer is the city's. Both get eliminated before anybody quotes you for private work.
Then what you could do yourself
If it is a trap, a flapper or a supply line, we will say so and tell you what to buy. If it needs a permit or it is on the gas side, we will say that too, and mean it.
And only then, what it costs
The call-out and the hourly separately, with standard hours offered wherever it is safe to wait. The permanent repair quoted apart from the emergency one, because they are different jobs.

What to do when a plumber is not money you have today
A real answer, in the order that actually saves the most.
Stop the damage, which is free
Main off. Lowest cold tap open so the system drains into a sink rather than through a ceiling. Electricity off to anything water has reached. Damage is the expensive part of almost every plumbing emergency, and a building with the water off has stopped getting worse.
Find out whether it is even yours
Anything on the street side of your meter is the water utility's and they attend it free. A blockage in the public sewer is the city's. Twenty minutes with the meter and one phone call eliminates both before you spend anything.
Then what you may lawfully do yourself
In California a homeowner may work on their own primary residence. Clearing a trap, a flange plunger on a blocked pan, a hand snake, a toilet flapper, a flexible supply line — all genuinely within reach, all a few dollars in parts.
And the short list where the answer is no
Water heater replacement and anything that moves a line are permitted work whatever you are capable of. Gas fittings, a relief valve, and anything where water has reached electrics are dangerous rather than difficult. We will say so plainly rather than take the booking.
The first cold snap finds every run that was left exposed
Which matters here and barely registers on the valley floor.
Oak Glen sits about two thousand feet above Yucaipa and the difference shows. An exposed supply run to an outbuilding, a hose bib that was never isolated, a relief-valve discharge line on an unheated wall — none of those are a concern down in the valley and all of them are up here. The first real cold snap finds every one that was left as it was in August.
Which makes this the one genuinely preventable emergency on the site, and the prevention costs almost nothing: isolate and drain the exterior bibs, lag what is exposed, and know where the shut-off is before you are standing in the dark looking for it.
